IS YOUTH UNEMPLOYMENT ASSOCIATED WITH THE LEVEL OF CRIME, MIGRATION, SUICIDE AND DIVORCE? AN EMPIRICAL EVIDENCE FROM TURKEY

Abstract

Purpose: Youth unemployment is one of the important socio-economic problems in Turkey. Previousstudies on youth unemployment in Turkey focused specifically on the causes and economic influences ofyouth unemployment. Studies on the social consequences of youth unemployment are quite limited. Thisstudy aims to empirically examine whether youth unemployment in Turkey has an effect on other socialproblems such as crime, migration, suicide and divorce.Method: The data of 26 regions (NUTS-2) in Turkey were used for the period of 2004-2016. Causalrelationships among the variables were analyzed using traditional panel regression –Panel ordinary leastsquares (OLS) - analysis and the second-generation panel causality –Dumitrescu and Hurlin (2012)- test.Findings and Results: According to panel OLS estimation results, the effect of youth on crime, migration,suicide and divorce are positive and statistically significant. According to the Dumitrescu and Hurlincausality test results, youth unemployment is a cause of social problems such as migration, suicide anddivorce. Thus, designing youth based employment policy in Turkey, more effective public policies must beapplied.

Amaç: Genç işsizliği, Türkiye’nin önemli sosyo-ekonomik problemlerinden biridir. Türkiye’de genç işsizliğiüzerinde yapılan daha önceki araştırmalar, özellikle genç işsizliğinin nedenleri ve ekonomik etkileri üzerineodaklanmıştır. Genç işsizliğinin ortaya çıkardığı toplumsal sorunlar üzerine yapılmış çalışmalar ise oldukçasınırlıdır. Bu çalışma, Türkiye’de genç işsizliğinin suç, göç, intihar ve boşanmalar gibi diğer toplumsalsorunlar üzerinde etkili olup olmadığının ampirik olarak incelemeyi amaçlamaktadır.Yöntem: Analizlerde, Türkiye’nin 26 bölgesinin (Düzey-II) 2004-2016 dönemi verileri kullanılmıştır.Değişkenler arasındaki ilişkiler ise klasik panel regresyon (en küçük kareler) analizi ve ikinci nesil panelnedensellik analizlerinden Dumitrescu ve Hurlin (2012) nedensellik testi yardımıyla incelenmiştir.Bulgular ve Sonuç: Panel en küçük kareler tahmin sonuçlarına göre, genç işsizlik suç, göç, intihar veboşanmalar üzerinde istatistiksel olarak anlamlı ve pozitif yönde etkilidir. Dumitrescu ve Hurlin nedenselliktesti sonuçlarına göre, genç işsizliği göç, intihar ve boşanma gibi toplumsal sorunların nedenlerinden biridir.Bu bulgulardan hareketle, Türkiye’de istihdam politikaları oluşturulurken gençlere odaklanmış daha pro-aktif kamu politikası araçlarının üretilmesi gerektiği söylenebilir.
