Sosyal Yardım Uygulamalarında Paradigma Değişimi

Abstract

Yoksulluğun tarihi insanlık tarihi kadar eskidir. Yoksulluğun giderilmesi için yapılan uygulamalar tarihsel süreçte farklılık gösterebilmektedir. Toplumda bulunan değerler sistemi, yardım düşüncesinin oluşumunu ve uygulama biçimlerini etkilemektedir. Genel hatlarıyla Türk toplumunda yardım düşüncesini oluşturan nedenler, ilk Türk toplumlarında gücün dağılımı ve otorite ilişkileri düzeyinde ele alınırken, İslam dininin kabulü ile toplumun genelini kuşatıcı kolektif bilincin “hayır” ekseninde şekillendiği görülmektedir. Başta Avrupa olmak üzere, dünyanın genelini etkileyen sanayi devrimi, toplumda yeni sorun alanları doğurmuştur. Bu sorunlara yönelik çözüm arayışları, günümüz sosyal politikalarının çekirdeğini oluşturmaktadır. Ülkemiz açısından değerlendirildiğinde yardım düşüncesinin temellerinin, anayasal düzeyde ele alınmasını sağlayan etkenlerin, Cumhuriyet kurulmadan evvel başlayan Batılılaşma çabalarında aramak gerekir. 1980’lerden sonra oluşan küreselleşme sürecinde ise sosyal devletin küçülmesi gerektiğine yönelik pazar yapıcıların söylemleri, sosyal sermayesi zengin olan Türk toplumu için alternatif sosyal yardım uygulamalarının gün yüzüne çıkarılmasını elzem kılmaktadır. Belirtilen bağlamda Türkiye’de sürdürülebilir sosyal politikaların uygulanabilmesi için devletin yanı sıra sivil toplumun da devlet eliyle desteklenerek ülkede yaşayan dezavantajlı vatandaşların küreselleşmenin olumsuz etkilerinden en az düzeyde etkilenmesine yönelik hizmet sunumlarını uygulaması gerekmektedir.

The history of poverty is as old as the history of humanity. Practices for the elimination of poverty can vary in the historical process. System of values in the society affects the practices and beliefs about aid. Considering the factors that contribute the beliefs about helping each other in Turkish society, the first Turkish societies handled poverty in terms of power distribution and authority relations and after the acceptance of Islam, collective consciousness which surrounds the society is embodied in the axis of charity. Industrial revolution that affects the world especially Europe, gave rise to new problem areas in the community. The search for solutions to these problems constitutes the core of social policies of modern-day. In terms of our country, the foundations of aid efforts should be sought in Westernization efforts before the establishment of Republic. During the period of globalization after 1980s, market makers’ discourses about the necessity of a smaller welfare state made alternative social aid practices to be unearthed for the Turkish society which is rich in social capital. For the implementation of sustainable social policies in our country, government and civil society should establish infrastructure for disadvantaged citizens to be minimally affected from the negative effects of globalization.
